No, you do not need to have a truck before you get your DOT Number.  A DOT Number can be filed for and activated without needing proof of a physical vehicle. Your DOT Number is active immediately once it is applied for, there is no waiting period before it is activated. You may begin intrastate operations at that time if you have all of the remaining requirements filed for intrastate operations, such as proper insurance and a UCR.
